You can use a representative to file your PR application, you need to complete Form IMM 5476 and put the representatives details. Please note that your representative needs to have a valid registration with the ICCRC, and you need to check that representatives number on the ICCRC website. If it doesnt check out, then youre doing the entire process at your own risk. An immigration consultant who advises you to cut corners and try to cheat the immigration system of Canada is not one to be trusted. To answer you, an immigration consultant can write a letter on your behalf, if you authorize them to do so, but there is no letter that anybody can write that can persuade immigration officials to skip due process. The consultant will not in any way have direct contact with the visa / case processing office that will be processing your application.
